1. Look for the file "editor.php"

[root@localhost ~]# find / -name editor.php
/var/www/html/plugins/weathermap/editor.php

2. Edit the file "editor.php" and set ENABLED=true

[root@localhost ~]#  
[root@localhost ~]# vi /var/www/html/plugins/weathermap/editor.php
